ANGOLA, IN — Two people have been indicted by a Steuben County grand jury in the death of a 3-year-old child who drowned in Lake Arrowhead last year.
Warrants were issued Friday for Jack B. Harrell, age 42, and Rachel M. Richmond, age 40. According to information obtained by KPC Media, the pair are the parents of 3 year old drowning victim, Jackson Lane Harrell.
Court reports indicate both Harrell and Richmond are charged with a Level 1 felony neglect of a dependent resulting in death. The charge is punishable by up to 40 years in prison.
According to Steuben County Prosecutor Jeremy Musser, this is the first time in 20 years a grand jury has been assembled in Steuben County. KPC media reports, it had “originally been scheduled for early March, but was canceled due to the COVID-19 pandemic”.
The drowning death occurred in June of 2019.
